A possible presidential term for Michel Temer could allow foreign participation in Brazilian airlines.

The opening of the civil aviation market to foreigners is a topic that remains in vogue, especially in the current speculation regarding the measures to be taken by Vice President Michel Temer if he assumes the Presidency of the Republic.

Among the various rumors and indications of what a possible Temer term will be like, there is talk of the intention to fully allow foreign participation in the share capital of Brazilian airlines.

This would therefore remove the requirement currently in force, under the terms of Provisional Measure No. 714, of March 1, 2016, enacted by President Dilma Rousseff, which conditions the unlimited participation of foreigners in a Brazilian airline to reciprocity in the treatment of Brazilian companies in the country of origin of the foreigner who wishes to participate in a Brazilian airline.

The change is seen by most as beneficial both for foreigners who want to invest in Brazil and for Brazilian airlines that can benefit from foreign investment during the current financial crisis.

The scenario is still uncertain, based on the Provisional Measure, which depends on Congressional approval for its definitive entry into the legal system, and the eventual possibility of Michel Temer assuming the Presidency of the Republic, which depends on the Senate's decisions this week and in the coming weeks in the impeachment process of President Dilma Rousseff.
